Analisis Willingness dan Ability to Pay Pelajar Pengguna Sepeda Motor ke Sekolah Untuk Skema Parkir Berbayar Virtual
Abstract
The road traffic accident (RTA) is one of the negative impacts from transport sector, especially RTA involving motorcycles. According to WHO, the fatality due to RTA is dominated by motorcycles by up to 74%. The motor vehicle number in Indonesia grows by 4.83% per annum. Yet, the motorcycle growth rate is higher which is 5.14% annually. The latest recorded motor vehicle number is more than 157 million units, and motorcycles contributes more than 132 million units or equals to 84.21%. This figure could further increase the RTA number, in particular among students who use motorcycles to schools. Therefore, efforts to control the usage of motorcycles must be undertaken. For example, by managing the parking supply at schools. This research is aimed at analyzing the students Willingness to Pay (WTP) and Ability to Pay (ATP) towards three different paid virtual parking schemes in senior higher schools in Padang city. The students were randomly selected and then interviewed by means of surveys developed by using revealed and stated preference approaches. The results suggest that the students spent about 13.67% of their monthly allowance for transportation to schools or about IDR3152 per day. It consists of petrol and parking costs. The average daily parking cost is IDR598. The WTP for each paid virtual parking schemes proposed to the students are IDR2709, IDR2616, and IDR3191 for on-street parking (fix parking fare), on-street parking (progressive parking fare), and off-street parking (progressive parking fare) respectively. Meanwhile, the students ATP for parking is IDR2697. The students tend to use motorcycles despite increasing transportation expenses due to the paid virtual parking schemes up to 22.64% of their monthly allowances. This finding suggests that there is a motorcycle dependence among students.
