Padang Bypass Road Intersection – Jalan Moh. Hatta in Padang City is an intersection with high traffic volume, because it connects access to Minangkabau International Airport, Teluk Bayur Harbor, Andalas University, and Pasar Raya Padang. Traffic management at this intersection uses APILL with four phases. Increased vehicle flow causes delays and queues, An assessment of signalized intersection performance was considered essential. The evaluation applied the MKJI 1997 procedure based on survey data collected during the morning peak period. The results demonstrated a saturation degree (DS) above 0.85, classified as level of service (LOS) E., which indicates a saturated dense condition. The average delay per approach reaches more than 85 sec/pcu, and the queue length is between 133–173 m. The existing cycle time (141 seconds) is lower than the calculation results (185 seconds) and the optimum cycle (193 seconds). Improvements are recommended through adjusting signal times, increasing geometric capacity, and coordinating between intersections.
